Dave Abeleven is a Surinamese energy and natural-resources governance and regulatory expert with 10+ years in regulation and public policy. As Managing Director of the Energy Authority of Suriname (2020–2023) and Permanent Secretary at the Ministry of Natural Resources (2015–2020), he helped shape Suriname’s energy vision, integrated sector planning, and a tariff methodology (including first state decrees on tariffs/subsidies). He contributed to the development of Suriname’s NDC 3.0 and the Green Development Strategy of Suriname as lead author. He also advises international energy companies as Senior Advisor at Horizon Engage and serves on the Caribbean Energy Chamber board.
