Elthon Chemane is a transformative leader and the President of the Mozambique Local Content Association (ACLM), driving the participation of Mozambican companies in national mega-projects. With a proven track record in strengthening the private sector through capacity building, training, and facilitating access to finance, Dr. Chemane has significantly contributed to the growth and development of SMEs in Mozambique.

Under his leadership, ACLM received prestigious accolades, including the Best Local Content Organization in Africa award by SAIPEC (Lagos, Nigeria) in 2023 and an Honorary Distinction from the Government of Cabo Delgado in 2024. His strategic vision was instrumental in mobilizing a $50 million fund for SME support, overseeing 28 training programs, and achieving the certification of 20 companies under the International Health and Safety Passport (IHSP).

Chemane is also a pioneer in business diplomacy, serving as the First President of the Local Content Section at the Mozambique Chamber of Commerce, and leading the Mozambique-Algeria and Mozambique-Namibia Business Commissions. His collaborative approach with both governmental and international stakeholders has positioned him as a key influencer in Mozambique’s economic landscape.
