G. Bobby Gossai, Jr. serves as Senior Petroleum Coordinator at Guyana’s Ministry of Natural Resources, where he supports the design and delivery of national priorities in petroleum governance. In this role, he contributes to the strategic formulation and effective execution of Guyana’s petroleum management programme, helping to translate resource development into broader economic advancement.

He is currently completing a Doctor of Philosophy (PhD) in Economics at the University of Aberdeen, Scotland, United Kingdom. His thesis, “Navigating Strategic Fiscal Challenges and Economic Policy Frameworks for Emerging Petroleum Economies in a Volatile Price Environment: An Integrated Fiscal-Governance and Portfolio Analysis of Guyana”; examines the fiscal and institutional choices shaping outcomes in new petroleum producers. A Chevening Scholar, he also earned an MSc (Econ) in Petroleum, Energy Economics and Finance from the University of Aberdeen, with research focused on “Fiscal Regimes and Revenue Management for New Oil Producing Countries: An Economic Model for Guyana.”

Bobby holds an MSc in Economics from The University of the West Indies, St. Augustine Campus, where his dissertation explored “Vulnerability to Sea Level Rise in an Urban Centre of a Developing Country: A Case Study of Georgetown, Guyana.” He additionally earned a BSc in Economics and a Postgraduate Diploma in Development Studies from the University of Guyana.

His professional experience spans leadership and advisory roles across Guyana’s public and private sectors. He previously led the Guyana Oil and Gas Association and served as a Senior Policy Analyst and Advisor to the Ministry of Natural Resources and Environment and the Ministry of Agriculture. Earlier in his career, he worked as a National Accounts Statistician at the Bureau of Statistics and later as an Economist within the National Competitiveness Strategy Unit at the Ministry of Tourism, Industry and Commerce.
