Garth Pulkkinen is Noble Corporation’s Vice President of International Operations since 2024.  Garth has over 30 years of international offshore contract drilling experience, with a particular focus in the past decade on the Caricom Region.  With well-rounded management, P&L responsibilities and having held leadership positions in operations, marketing and contracts, industry and government relations, and project engineering, he currently manages a fleet of drillships, semisubmersibles, and jack-up mobile offshore drilling units across Noble’s International Region.

Garth holds a B.Sc. in Marine Engineering from Maine Maritime Academy and previously served as an officer in the United States Coast Guard.
