Mrs. Joyce Lapar obtained her Master of Laws degree from the Anton de Kom University of Suriname, but has worked exclusively in the TVET field, since she joined the Foundation for Labour Mobilisation and Development (SAO) over 26 years ago. She therefore has extensive experience in all aspects of TVET and the management and administration of TVET institutions. Mrs. Lapar was appointed the Director of SAO in 2018 and so far during her tenure she introduced micro-credentials and apprenticeship programs for some of the training programs. She believes in lifelong learning and professional development. In 2023 she was selected by the ILO to participate in the Academy on Skills Development in Turin under the theme ILO Strategy on Skills and lifelong learning for the period 2022 - 2030.
