Alma Del Toro is a trailblazing international energy executive and entrepreneur with over 25 years of experience driving global business transformation. She spent 17 years in senior leadership at BP, where she led high-stakes negotiations and advanced corporate strategy across multiple business segments, chemicals, downstream and upstream in different continents. Alma holds a law degree and a master’s from DePaul University and is the Founder & President of Blue Bull Energy (BBE) and the Co-Founder & Co-President of the Blue Wave Supplier Development Program.

In 2022, Alma made history as the first Mexican-American to be named Distinguished Negotiator by the Association of International Energy Negotiators (AIEN), and in 2024 she was honored as a Global Leader of Influence by the World Affairs Council of Greater Houston.

At Blue Bull Energy, Alma spearheads community-centered strategies that align corporate goals with local development. BBE has delivered over 15 commercial Joint Venture optimization training programs to National Oil Companies (NOCs) to maximize in country value and as well as projects for local supplier development. BBE’s work also spans environmental stewardship, including a sea turtle conservation initiative in partnership with Petronas in Mexico, demonstrating Alma’s commitment to sustainability in action.

Through Blue Wave, Alma co-founded a globally recognized supplier development program in collaboration with ExxonMobil’s former Global Procurement GM. The program is designed to close capability gaps for small and local businesses in regard to international standards, equipping them to scale and compete for major corporate and government contracts. With operations across the U.S., Mexico, Suriname, and beyond, Blue Wave partners with Fortune 500 companies across all sectors, chambers of commerce, world recognized associations and government agencies to build more inclusive, resilient supply chains.

Alma firmly believes that small and local suppliers are not just good economics—they are smart strategy. By empowering small businesses, she champions a future where families thrive, communities grow, and economies become stronger and more equitable.
